Why do I have to be 21 years old?
The minimum of 21 years of age is partly based on the fact that drivers under age 20 are the highest risk group for a fatal crash. Age 21 is the standard for determining mature and responsible behavior patterns (“legal age”).  This age restriction also coincides with Federal Law requirements to be age 21 for the purchase of alcohol, tobacco and firearms, etc.
